Finally iOS 4.0 gold master edition is available to all iPhone and iPad developers. All you have to do is to head to Apple’s developers page and download the new iOS 4.0 SDK kit and you need not be a paid member of the Apple’s developer program to relish the benefits. 
Gold Master edition along with iTunes 9.2 was announced as seeded for developers earlier but that was just a release candidate version of the SDK.
